Whinny Pre-Teen

My preteen seems to whine now more than she whined when she was a baby, toddler, and youth. What is up with that? You can talk I tell her and asking for what you want does not require whining and pouting because no means no. Do you have this problem too? She knows that for example that we have to go somewhere so she can not play longer with her friends but still I get the long face and stuck out lips.
